Chapter 5 - Chloe's House of Cards

Chloe Carter’s breath came in ragged, wheezing gasps. She clutched her gold-plated Christian Dior clutch to her chest like a breastplate, backing away until her spine hit the mirrored column.

"This is crazy," Chloe stammered, looking frantically around the ballroom at the cold, unyielding faces of people she had spent months trying to impress. "Mom, tell them! I didn't do anything! Natalie is jealous! She’s always been jealous because Dad loved me more! Because I was pretty and she was a soldier-freak!"

Several junior officers in the room bristled, their hands tightening at their sides at the insult, but Ethan raised two fingers, holding the room in check.

"Agent Miller," Ethan commanded without turning his head. "Read the European financial enforcement summary."

Agent Miller tapped her tablet screen twice. A series of documents appeared, casting a cold blue glow over her face.

"On October 14th of last year," Miller read, her voice ringing with bureaucratic neutrality, "Miss Chloe Carter registered an offshore shell company titled 'L'Étoile Imports' registered in the canton of Zug, Switzerland. Using that entity, Miss Carter obtained three commercial loans totaling 1.2 million euros from private lenders in Milan and Zurich, claiming her collateral was a guaranteed secondary beneficiary lien on the General James Carter Memorial Military Restitution Trust."

The room erupted into low, shocked murmurs.

"That’s a lie!" Chloe screamed. "I never signed that!"

"You didn't," Miller continued calmly. "Your mother forged Major Natalie Carter's digital signature using an expired federal common access card belonging to your late father. The funds were disbursed into an account in Monaco. Over the last eight months, Miss Chloe Carter spent nine hundred and forty thousand euros on high-end fashion purchases, chartered yacht excursions to Mykonos, and private aviation. The remaining balance—two hundred and sixty thousand euros—was lost in illegal, unlicensed sports-gambling syndicates operating out of Macau."

Chloe looked as if she had been hit by a freight train. She sank onto a nearby velvet ottoman, her knees completely failing her. The designer bag slipped from her limp fingers, hitting the floor with a hollow thud.

"When the European lenders initiated collection procedures two weeks ago," Miller continued, "they contacted the United States Department of State, believing the debtor was protected under diplomatic immunity due to General Carter’s name. The State Department immediately flagged the file to the Army Criminal Investigation Division."

Agent Miller turned her screen directly toward Victoria.

"Mrs. Carter, you didn't strike your daughter tonight out of maternal frustration. You struck her because at eight o'clock tomorrow morning, the Swiss Federal Banking Commission is executing an international red notice against your daughter Chloe. The only way to stop the extradition was to force Major Carter to wire three million dollars into a settlement escrow account before midnight tonight."

Victoria stood frozen, her eyes glazed, looking like a statue made of salt. "They... they said they would send her to a foreign prison..."

"She *is* going to prison," Ethan said, his voice flat and merciless. "The only question left is whether it will be a federal penitentiary in West Virginia or a high-security detention facility in Zurich."

"Natalie!" Chloe suddenly shrieked, crawling forward on her knees across the polished marble, completely disregarding her ruined gown. She reached out with trembling, manicured hands, attempting to grab the hem of Natalie’s emerald dress. "Natalie, please! You're my sister! You can't let them take me! Dad wouldn't want this! Dad would have saved me! Please, Natalie! Use the money! What good is the money if your own sister is locked in a cage?"

Natalie did not step back. She looked down at Chloe, her expression neither cruel nor triumphant. It was simply empty.

"Dad died in a cage of burning metal, Chloe," Natalie said, her voice dropping into a register that made the entire ballroom hold its breath. "He died with shrapnel in his lungs, keeping his hand on a radio transmitter to make sure twenty-two eighteen-year-old boys from Ohio and Texas got home alive. He didn't die so you could drink champagne on a yacht in the Mediterranean and forge his signature to pay for your vanity."

"Natalie, please—"

"You made your choices, Chloe," Natalie continued, her eyes never leaving her sister’s tear-stained face. "You spent Dad’s honor. You spent Mother’s soul. And tonight, you finally ran out of currency."

Natalie turned her back on her sister and stepped toward Ethan.

"Colonel," Natalie said, using Ethan’s official title in front of the entire assembly for the first time. "Execute the warrants."
