Chapter 3 - Chain of Command

From the far corner of the ballroom, a woman in a crisp charcoal-gray civilian suit strode purposefully toward the center of the room. She carried a sleek black leather portfolio under her arm and a secure tablet in her right hand. Beside her walked two men wearing the unmistakable green service uniforms of the United States Army Military Police, complete with brassards and sidearms.

The guests parted instantly, recognizing the unmistakable aura of federal authority.

"Agent Miller, Defense Criminal Investigative Service," the woman announced, flashing a badge with gold lettering toward Victoria Carter before turning to Ethan. "Sir, the secure feed from the ballroom's internal closed-circuit system has been downloaded and encrypted. We have dual-angle, four-thousand-pixel video of both strikes, along with synchronized audio captured from the directional microphones above the south alcove."

Victoria’s breath caught in her throat. Her eyes darted wildly around the room. "Surveillance? Directional microphones? This was an engagement party! You wiretapped my daughter’s engagement party?"

"No, Victoria," Ethan said, turning his gaze upon her for the first time. His voice was devoid of emotion, sounding more like a judge handing down a summary execution than a fiancé speaking to his future mother-in-law. "This was never just an engagement party. This was the final collection phase of Operation Clean Slate."

"Operation... what?" Chloe squeaked, stepping out from behind a floral pillar, her face pale beneath her heavy makeup. "Mom, what is he saying? Let's just leave. Call the car. Let's go home!"

Chloe moved toward the main entrance, but one of the military police officers stepped directly into her path, his hand resting casually across his utility belt.

"Ma'am, return to your position," the MP ordered, his voice flat and unyielding.

"Get out of my way! Do you know who my father was?" Chloe shrieked, her voice reaching that high, frantic register she used whenever store clerks refused her expired credit cards. "My father was General James Carter! You can't touch me! You work for him!"

"Your father is dead, Chloe," Natalie said, her voice cutting through her sister's hysterics like a razor through gauze. "And the men and women in this room don't work for a ghost. They work for the Constitution. Something neither of you has ever respected."

Victoria lunged toward Natalie again, her fingers curling into claws, but Ethan moved with frightening speed. In less than half a heartbeat, he had stepped between them, his left hand catching Victoria’s forearm in a grip that paralyzed the nerves from her elbow to her fingertips. He didn't twist; he didn't shove. He simply held her with the immovable strength of a hydraulic press.

"You lay one more finger on Major Carter," Ethan said, his voice dropping into a lethal, arctic whisper, "and I will personally sign the detention authorization that places you in solitary confinement at Fort Leavenworth pending court-martial testimony."

Victoria gasped in pain, her knees buckling slightly under the pressure on her arm. "Court-martial? I am a civilian! You cannot court-martial a civilian! You have no jurisdiction over me!"

"Under Title 18, United States Code, Section 111, physical assault upon an active commissioned officer of the United States Armed Forces performing official duties carries an immediate federal felony enhancement," Agent Miller stated, consulting her tablet without looking up. "Furthermore, under Title 18, Section 873, extortion involving funds derived from the Department of Defense Survivor Benefit Plan constitutes high-grade federal blackmail."

Miller looked up from her tablet, her gaze pinning Victoria like an insect beneath glass.

"And finally, Mrs. Carter... you are not solely subject to civilian jurisdiction. Three months ago, in an attempt to siphon three hundred and fifty thousand dollars from your late husband’s remaining logistics contingency account, you signed a fraudulent Department of Defense Form 214 and an amended military power of attorney. By submitting forged federal military credentials to the Defense Finance and Accounting Service, you voluntarily subjected yourself to the jurisdiction of the Uniform Code of Military Justice under Article 134."

Victoria’s eyes widened until the whites showed completely around her irises. Her aristocratic poise dissolved into sheer, unadulterated panic. "No... no, that was a mistake! My accountant—"

"Your accountant, Mr. Marcus Vance—no relation to the General—was taken into custody forty-five minutes ago at Dulles International Airport," Agent Miller added cleanly. "He has already provided three signed affidavits, eighty-two encrypted text messages, and seven audio recordings detailing your direct instructions to blackmail Major Carter for her survivor benefit allocation."

Victoria swayed on her feet, the blood draining from her cheeks until she looked ten years older, her foundation cracking over dry, ashen skin. She looked across the room, desperately seeking an ally, but every face she met—senators, admirals, corporate executives, old family friends—turned away in cold, unblinking condemnation.

She had slapped her daughter in public to force an extortion scheme.

And she had done it in front of the high command of the American military.
