Chapter 16 - The Harbor Ambush

By Thursday evening, the storm had rolled in from the Atlantic. Rain lashed against the glass towers of Savannah, turning the river into a churning expanse of black water and white foam.

At Pier Nine, the massive gantry cranes stood idle, their skeletal arms silhouetted against the flash of distant lightning. The deep-water berth was cleared.

In my harbor-front command center, Evelyn Cross and Bennett stood behind a wall of high-definition security monitors. On the central screen, a massive, unflagged commercial container vessel—the *Thorne Sovereign*—was cutting through the coastal fog, ignoring maritime hailing frequencies as it prepared to breach our sovereign docking lane.

"He's making his move before the court order can be contested," Evelyn said, checking her watch. "It's 11:30 PM. Thorne's legal team filed an emergency ex-parte motion claiming immediate harbor distress. Under maritime salvage laws, if his ship docks at Pier Nine without formal rejection from the port authority, he establishes operational possession."

"Where is the Coast Guard?" I asked, watching the vessel's AIS beacon pulse on the digital radar.

"They received a conflicting dispatch from an offshore maritime entity claiming Pier Nine had granted clearance," Bennett said, his fingers flying across the terminal keyboard. "Julian Thorne owns friends in high places, Miss Haley. He greased the wheels before his ship even left international waters."

"He thinks he's playing against Arthur," I said quietly, adjusting my rain trench coat. "Bennett, initiate Protocol Zero on Berth Nine."

Bennett looked up, a sharp, knowing glint in his eyes. "Protocol Zero? Miss Haley, that will cut the main harbor grid."

"Cut it," I said. "And call the Federal Port Customs Strike Force. Tell them the cargo arriving on the *Thorne Sovereign* matches the serial manifest from the unsealed Oakhaven vault."

Five minutes later, I stood on the open observation deck of Pier Nine, the rain whipping my face. Bennett stood behind me under an umbrella, flanked by four armed port security officers.

The *Thorne Sovereign* loomed out of the darkness like a black leviathan, its horn blaring a deafening, arrogant blast that rattled the steel beams of the dock.

On the bridge wing of the approaching ship, Julian Thorne stood visible under the spotlight, a waterproof coat draped over his shoulders. He raised a hand in mock salute, confident that the harbor was his.

Then, the lights went out.

Every halogen lamp along Pier Nine died simultaneously. The automated mooring guidance systems went dark. The digital docking beacons vanished.

The *Thorne Sovereign*'s horn blared in sudden confusion. A ship of that tonnage navigating a narrow river berth without guidance sensors was blind, risking catastrophic collision with the harbor sea wall.

"Emergency reverse thrusters!" a voice crackled through the maritime radio channel. "Berth Nine, restore your guide lights immediately! You are violating federal maritime safety codes!"

I picked up the harbor master's microphone from the control podium.

"Mr. Thorne," my voice boomed through the high-powered harbor loudspeakers, cutting through the thunder and the driving rain. "You are attempting to dock at an uncertified, privately owned sovereign facility without customs authorization. Under Section 46 of the Federal Shipping Act, your vessel is officially declared a navigation hazard."

On the bridge wing, Thorne leaned over the railing, his face contorted in disbelief.

Before he could respond, the black waters surrounding Pier Nine suddenly erupted into blinding light.

Three 154-foot Coast Guard fast response cutters surged out of the shadows of the downstream basin, their high-intensity searchlights pinning the *Thorne Sovereign* in an inescapable crossfire of white light.

Sirens wailed across the harbor, sharp and piercing.

"Attention *Thorne Sovereign*!" a federal commander’s voice blared over the Coast Guard public address system. "This is the United States Coast Guard Maritime Safety and Security Team! Power down your engines and drop your anchors immediately! Federal agents are boarding under warrant from the Southern District of Georgia!"
