Chapter 10 - The Audit

By ten thirty in the morning, the County Executive’s emergency conference room was packed to capacity. The air was thick with the smell of stale coffee, damp wool, and mounting terror.

Julian sat between two Mercer Infrastructure senior attorneys, his hands pressed flat on the polished table to conceal his shaking. David sat three chairs down, stony-faced, his expensive charcoal suit failing to disguise the hollow grey pallor of his skin.

At the head of the table sat Arthur Henderson, flanked by three forensic engineers from the Federal Highway Administration and a state deputy attorney general.

"Let’s skip the pleasantries, David," Henderson said, tossing a thick blue binder onto the center of the table with a sharp slap. "At two o’clock this morning, Captain Leah Mercer's engineering team seized the local server at the west portal. By four o’clock, military technical specialists had mirrored the entire diagnostic history of the Blackwood Pass automated heating array."

Julian’s lead counsel immediately leaned forward. "Mr. Henderson, any data seized without a municipal warrant is completely inadmissible in a civil review—"

"This is not a civil review, counselor," the deputy attorney general interrupted coldly. "This is a criminal negligence inquiry involving gross endangerment of over two hundred citizens and federal personnel. Captain Mercer operated under emergency disaster jurisdiction granted by the Governor. Every byte of that data is fully admissible."

Henderson turned his piercing gaze directly onto Julian. "Julian, this morning you released a preliminary statement claiming that the heating grid failure was caused by an unprecedented micro-burst of freezing rain that overwhelmed standard operating parameters. Is that still your official position?"

Julian swallowed hard, looking toward David for help. David remained rigid, refusing to meet his stepson's eyes.

"I... we believed the weather anomaly was outside normal predictive modeling," Julian stammered. "The systems were operational according to our internal dashboard."

"Your dashboard was a fabricated shell," Henderson spat, opening the binder and sliding a printout across the table. "This is the real telemetry pulled by your sister's engineers. At 1800 hours yesterday, six hours before the tunnel collapsed, forty percent of the heating elements had already shorted out. At 1930, your automated alert system pinged your personal phone three times. And at 1942, while you were drinking champagne in your stepfather’s ballroom, you logged into the network from your tablet and manually silenced the critical evacuation alarms."

The room went dead silent.

David turned his head slowly, staring at Julian with an expression of pure, unadulterated horror. "You silenced the evacuation alarm?"

"It... it would have automatically closed the pass!" Julian cried, his voice pitching into a hysterical squeak. "If the pass closed on Christmas Eve, the state contract had a half-million-dollar penalty clause for every hour of holiday disruption! I thought the backup blowers would hold until morning!"

"You gambled two hundred lives to protect your promotion's quarterly bonus," Henderson said, his voice flat with utter disgust. He stood up, closing his folder. "The regional transit authority has unanimously terminated all contracts with Mercer Infrastructure effective immediately. All assets are frozen pending federal investigation. Gentlemen, you have one hour to clear your desks."
